中国法学会以“宪法实施”为主题举办论坛,围绕宪法实施的重大理论问题和现实问题进行研讨,这对隆重纪念现行宪法公布施行30周年,加强宪法学理论和实务研究,完善中国特色社会主义宪法理论体系和以宪法为核心的法律制度,推动宪法贯彻实施并在全社会树立宪法意识和宪法权威,都很有意义。首先,我代表全国人大常委会对论坛的举行表示热烈祝贺。借此机会,我讲几点意见。第一,现行宪法为中国特色社会主义事业发挥了重要作用。我国现行宪法是在1954年宪法的基础上,根据党的十一届三中全会确定的路线、方
