森工企业设计上的先天不足,是森工企业出现“两危”的潜在因素,而近年来越来越重的社会负担以及限量采伐办法的实行,直接导致了塔河林业局的经济危困。为了实现自我完善和发展,摆脱“两危”,塔河林业局提出了“鹤形经营模式”的构想。一方面努力开发新产品,推进技术改造工作,另一方面开展多种经营,发挥资源优势,立体开发,全面发展,五业振兴,效果较好。
The innate deficiency in the design of forestry enterprises is a potential factor in the emergence of “two dangers” for forest industry enterprises. In recent years, the heavier social burdens and the implementation of the limited logging practices have directly caused the economic crisis of the Tahe Forestry Bureau.
