Russia’s natural gas industry plays a decisive role in the national economy. The government has invested huge sums of money to promote its development and provide cheap energy for its industrial production. After Putin came to power in 2000, the state has full control over the exploitation, transportation and export of natural gas, making the natural gas industry a highly nationalized sector. Russia’s energy development strategy is mainly reflected in the increase of energy resources reserves and increase oil and gas production, which requires huge national investment protection. In the Russian Federal Bureau of Statistics on fixed asset investment accounting, there is no separate list of natural gas. As Gazprom (hereinafter referred to as “Russian gas”) in Russia’s natural gas industry
