我们常能看到或听到这样的评论:××产品具有80年代国际先进水平……。××产品性能不良仅为60年代水平……。然而,何为80年代水平?确定某一产品为某一年代水平的根据是什么?笔者认为:评价产品应首先确定一套能够较全面衡量产品水平的指标体系,然后,用统一的尺度和方法对要评定的产品进行评价。该指标体系应有能够反映产品水平的若干方面;以及各个方面的具体内容,我们分别定义为一级指标和二级指标。在确定该指标体系的同时,还要尽量确保各项指标的准确性、合理性及可比性。值得注意的是体系中各项指标的重要程度并不一样,以电动葫芦的一级指标为例,其可靠
