党的十六大指出,统筹城乡经济社会发展,建设现代农业,发展农村经济,增加农民收入,是全面建设小康社会的重大任务。解决好“三农”问题,已成为当前全党工作的重中之重。农业要发展,提高农业吸纳资金的能力和农业资金的使用效率是关键。但是目前,我国农村领域普遍存在着金融抑制现象,金融服务难以满足“三农”发展的需要。为此,充分研究“三农”发展的特点,分析农村金融的需求,从制度设计和业务开展上提高对农村金融的供给,加大支持“三农”发展的力度,是金融业面临的一项重要任务。
