近年来，富裕起来的人们对住房条件改善提出了新的要求，纷纷投资建设新房。但令人担扰的是违反施工安全管理规定、不按规范操作的现象随处可见。在10米多高的3层楼房施工，脚下站立的托管竟然不用立柱，而仅用一根钢管插入墙体，令新筑的墙体不堪重负；有的根本不用防护网，施工员如走钢丝。据报载，因缺乏安全防护知识引起的安全事故已呈逐年上升趋势，河南某县从1998年至今共发生安全事故40多起，严重危害了民工的生命安全和生活稳定。
