民航气象观测直接关系着飞行的安全与正常,是民航气象业务的重要组成部分,而《民航地面气象观测规范》又是民航各级气象台、站实施地面观测的技术法规,观测依据。随着气象资料的日益国际化,原观测规范已不再适应当前的需要,随着国际新航空气象电码的实施,矛盾日益显著,为了和《国际航空气象电码》及《国际民航公约》附件三的标准和建议接轨,使民航地面气象观测工作实现统一化,标准化,并和新的国际航空气象电码协调,民航将实行新的《民航地面气象观测规范》。新规范将于1997年1月1日零时(北京时)起正式实施。
Civil aviation meteorological observation is directly related to the safety and normality of flight, which is an important part of civil aviation meteorological service. Civil Aviation Meteorological Observation Norms is also the technical regulations and observation basis of ground observation by meteorological observatories and stations at civil aviation. With the increasing internationalization of meteorological data, the original observation norms have ceased to meet the current needs. With the implementation of the international new aeronautical and meteorological codes, the contradictions have become increasingly prominent. In order to cooperate with the International Aeronautic Meteorological Code and the Annex III of the Convention on International Civil Aviation Standards and recommendations of the civil aviation civil aviation meteorological observation work to achieve the goal of standardization and harmonization with the new international aeronautical and meteorological codes, civil aviation will implement the new “civil aviation ground meteorological observation norms.” The new norm will be officially implemented at 0:00 on January 1, 1997 (Beijing time).
