随着农业经济的快速发展,农业集约化程度不断提高,农药、化肥等农业投入品的过量使用造成农业面源污染。浙江省是农药使用大省,单位耕地面积的用药量比周边地区高出3倍以上,盲目使用、滥用、打保险药等不合理使用现象仍然存在,而且,农药的利用率仅30%左右,大部分飘移、蒸发和流失到土壤、水体中。为了加快构建从源头控制农药污染的长效机制,遏制农业面源污染日趋严重的态势,保护生态环境,促进农业增效、农民增收和高效生态农业可持续发展,本省从2006年起在全省分批实施了农药减量控害增效工程。
