第一章总则第一条为促进工会系统职工互助保险事业的发展,加强对代办处工作的规范管理和监督,根据《中国职工保险互助会章程》和《中国职工保险互助会湖北办事处暂行管理办法》,特制定本条例。第二条中国职工保险互助会(以下简称总会)为一级法人。中国职工保险互助会湖北办事处(以下简称办事处)是总会在湖北地区的派出机构。代办处是协助办事处开展职工互助保险业务的代办机构,不具备法人资格。办事处管理委员会(以下简称办事处管委会)依照本条例对代办处实施监督管理。第三条代办处的设立、变更、清算,必须按照本条例有关规定办理。未经批准,不得以办事处代办机构名义开展职工互助保险活动。
