党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》(以下简称《决定》)指出,要坚持按劳分配为主体、多种分配方式并存的分配制度,加强收入分配宏观调节,在经济发展的基础上,更加注重社会公平,促进共同富裕。这对于完善收入分配制度、理顺收入分配关系、促进社会和谐具有十分重要的指导意义。从1978年党的十一届三中全会召开到现在28年来,我国的经济体制包括收入分配制度,已经发生了深刻变化。改革之初从农村起步,农村改革以实行家庭联产承包责任制为主要内容,其重要基点是调整分配关系。改革的重心从农村转向城市并全面推开后,在逐步建立和完善社会主义市场经济体制过程中,收入分配制度也不断调整和完善,目前已形成按劳分配为主体、多种分配方式并存的分配制度,各种生产要素按贡献参与分配。收入分配制度改革对推动经济社会发展、改善城乡人民生活、提高资源配置效率产生了十分重要的影响。
