《实施工程建设强制性标准监督规定》(以下简称《规定》)于2000年8月25日以建设部令第81号发布实施,标志着实施工程建设强制性标准的监督有法可依、有章可循。《规定》是我国标准化法在工程建设领域的具体实施,是《工程建设质量管理条例》的技术支撑和配套规定。它的发布实施对全面推动工程建设标准化工作具有积极作用。首先,强化了工程建设标准化工作中的标准实施的监督,促进和完善了标准的制定,使标准的编制和实施更加紧密地联系在一起;第二,进一步明确了工程建设中两类不同标准的属性,即强制性标准必须执行的原则和推荐性标准自愿采用的原则;第三,引入了处罚机制,对违反强制性标准的行为作出了具体的处罚规定,加强了强制性标准的权威性和严肃性。为了便于广大工程技术人员和管理人员正确理解和全面掌握《规定》的内容,现将由齐骥、杨鲁豫、焦占拴、国中河、卫明、邢军、白生翔共同撰写的《规定》条文解释刊登出来,供大家在工作中参考。
