建国后,新中国的档案理论体系和档案事业的框架跟其它事业一样是在不断地学习和实践摸索中建立的。从建国后到1978年,由于历史的局限和思想认识方面的偏差,初步形成的档案学理论体系和档案事业的框架,虽然对推动新中国的档案事业起到了不小的作用,但要看到它是很不健全,很不完善的。作为档案理论体系和档案事业一个组成部分的档案法制建设就更加显得不足。据笔者不完全统计:从1949年到1978年近30年,国家档案权威部门发布的指导性文件共99件,其中带有法规性的文件63
After the founding of New China, the framework of archives theory and archives in New China, like other undertakings, has been established through constant study and practice.
