随着民兵训练基地的不断完善配套,和民兵专业兵组训改革后出现的新情况,各地陆续实行了把基干民兵集中到训练基地进行规范化训练的做法。这样做的好处是多方面的,也出现了一些新的矛盾。当务之急,是要加强训练中的科学管理。一是要增强人武部各科室的管理职能观念。民兵为期20天的训练中,军事训练、政治教育和民用技术训练的时间比例为7∶2∶1,不要因此而认为搞好民兵训练的管理主要是军事科的任务,其次是政工科
With the continuous improvement of the militia training base and the new situation that emerged after the reform of the professional militia units in all parts of the country, various localities have successively implemented the practice of concentrating the backbone militia on the training base for standardized training.
