我省自入春以來,大部县份遭受旱災,尤其南部白城、瞻榆、洮南、開通等縣更為严重,顆粒不收,僅白城就有二萬六千多垧。以後部份縣區又遭受風災、雹災、虫災。入秋以來,陰雨連绵、各河流水势猛漲,全省統計各稱不同程度的被淹土地已達八萬四千三百多垧。九月初我省東部孫吳、瑷琿、通北、龍江、青崗、蘭西、拜泉等縣又遭霜災。這樣就使部份縣區遭受嚴重災害。為使災區人民生活不受影響,並为明年生產打下基礎,省人民政府本着「政府大力領導生產自救與適當扶助和社會救濟相結合 Since the beginning of spring in our province, most counties have suffered from drought.
