根据中央和国务院扭亏增盈工作的要求,辽宁省二轻工业狠抓扭亏工作,取得了近三年来最好的经济效益。1983年主要经济指标与上年比较,工业产值增长6%,利润增长22.8%,销售税金增长8.7%,利税总额增长16.3%,资金周转由147天加快到143天,可比产品成本降低3.1%,亏损企业户数减少60.3%,亏损额减少66%。有十个县消灭了亏损企业。扭亏的主要措施之一就是把扭亏工作列入各级领导的主要议事日程。年初即公布341户亏损企业名单,要求针对亏损的不同原因,相应采取过硬措施。凡领导班子有问题的及时予以调整充实;经营承包责任制没搞好的抓紧落实完善;生产任务不足的立即进行调查研究,在搞好市场预测的基础上,生产适销对路产品,扩大生产门路;需要调整生产
