通过对投入不足、投入不协调、医疗卫生服务内部比例失调、“资源消耗型”补偿机制、新老疾病交叠的压力和社会医疗保障薄弱等六大问题的分析，概述了我国卫生事业面临的挑战，同时提出了我们改革和发展过程中可以利用的五大机遇，即近半个世纪举世瞩目的卫生成绩与１９年卫生改革的经验、卫生服务系统存量初具规模盘活存量已有基础、敬业奉献的卫生队伍、中西医结合和改革开放的良好环境。最后，探索了抓住机遇，迎接挑战的几点设想，即增加政府投入、打破条块分割、完善补偿机制、完善医疗保障制度、盘活卫生服务系统的存量、推进和顺应两个“转变”、加强领导与政府职能转变等。
Through an analysis of the six major issues of insufficient input, uncoordinated input, internal imbalances in medical and health services, “resources-consuming” compensation mechanisms, the pressure of overlapping old and new diseases, and weak social security, an overview of the health services in China is presented. Challenges, at the same time, put forward five major opportunities that we can use in the course of our reform and development. These are the health achievements in the past half century and 19 years of experience in health reforms. The stock of health service systems has begun to revitalize existing stocks and has been dedicated to dedication. Health team, integration of Chinese and Western medicine and a good environment for reform and opening up. Finally, we have explored several ideas for seizing opportunities and meeting challenges, namely, increasing government input, breaking down barriers, improving compensation mechanisms, improving medical security systems, revitalizing the inventory of health service systems, advancing and complying with the two “transformations,” Strengthen the transformation of leadership and government functions.
