以上海市浦东新区大治河生态廊道为试点,以突出生态文明为准则,协同区发改委、财政、规土、农委、林业、街镇、开发企业多个部门和主体,从操作层面进行规划实施的研究,为上海市基本生态网络的实施提供可操作的策略,也可供其他区域参考.从落实上位规划对本研究地区的规定、研究现行土地和生态补贴等配套政策、调研浦东新区政策执行情况这三方面入手,提出适合本地区生态捆绑开发的建设用地结构、功能定位和用地规模,划定生态开发策略区,提出各策略区相应的政策组合,落实规划实施主体.
