20世纪80年代初,海淀区的高校、科研单位高度集中,知识分子成堆,科研单位的科研成果多,但知识分子有劲儿使不出,科研成果也少有人用。当时海淀区的农村经济相对较好,但人才短缺,技术水平也不高。两者之间缺乏有效的资源对接。于是,我们海淀区委区政府遵照小平同志提出的“解放思想、实事求是、团结一致向前看”的要求,开始着手利用海淀的人才资源优势,寻找出路,改革创新,发展经济。
