按照国家教委的部署,1994年陕西、河南、广东、海南四省在普通高校招生考试中实施标准分数制度,即用标准分数取代原始分数录取新生。实践证明,高考实行标准分数具有明显的优越性,具体体现在分数含义、位置明确,各科成绩可比、可加,便于考生了解自己在全省的排位及合理填报志愿,同时便于招生院校择优录取新生等方面。由于标准分数的表示趋于稳定,从而也有利于中学教学及教学评估。正是基于标准分数的这种可行性,上述四省1995年高考继续实施分数转换且有逐步扩大到全国的态势。
