当前我国的城镇住房供求状况是极其不正常的。一方面,商品房供应大量过剩,长期处于滞消状态。据建设部统计,1996年全国商品房空置量为5100万平方米,其中商品住宅空置3880万平方米,占77.15%;普通住宅空置量3618万平方米,占商品住宅空置量的78%;按照国际一般口径计算,中国的住宅空置率已达9.9%,按近发达国家规定的10%的警戒线。另一方面,尽管1995年全国城镇平均人均居住面积已达7.9平方米,住房成套率达63%,但从国际范围看我国各主要城市仍处于住房短缺阶段,仍处于低水平,
