2030年可持续发展议程对于中国而言别具重要意义,这主要体现在正当性、广泛性和折中性几个方面。中国关于新议程的原则表述与实质举措,构成了彼此呼应、相互支持的“话语—实践”反馈。从整体性、战略性视角来看,中国对2030年议程的参与和落实,折射出新时期的经济外交思路。中国的总体目标是以寻求、创造与其他国家的利益汇合点为基础,在推动全球经济治理改进的同时,为自身在国际经济体系中开辟更广阔的发展空间。为实现该目标,“一带一路”成为新时期经济外交的基本方案;它与落实2030年议程同属“一体”之两面,旨在将中国国家利益与国际社会尤其是发展中国家的集体利益融会贯通。在此背景下,这一时期中国的经济外交也呈现出某些新的趋势和特征。
The 2030 Agenda for Sustainable Development is of special significance to China, which is mainly reflected in its legitimacy, universality and neutrality. China’s principle statement and substantive measures on the new agenda form a “discourse-practice” feedback that echo and support each other. From a holistic and strategic perspective, China’s participation in and implementation of the 2030 Agenda reflects the economic and diplomatic thinking in the new era. The overall goal of China is to seek and create a meeting point with the interests of other countries as its foundation. While promoting the improvement of global economic governance, China should open up a broader space of development for itself in the international economic system. In order to achieve this goal, “the Belt and Road” has become the basic program of economic diplomacy in the new era. It is both an “all in one” to the implementation of the 2030 Agenda. It aims at linking China’s national interest with that of the international community, especially in developing countries Collective interests are mastered. Against this background, China’s economic diplomacy also showed some new trends and characteristics during this period.
