2011年将进入“十二五”时期。在新的历史时期,中国民航面临什么样的新挑战和新的发展课题呢?回顾中国民航改革开放以来的发展,大致可以分为几个大的阶段。第一个阶段是1980年至上世纪90年代中期,特点是市场需求高增长,而运力严重供不应求,主要挑战是如何想方设法满足市场需求。这一时期结束的标志是大面积的、经常性的一票难求现象成为历史,机票开始打折了,航空公司间出现票价战了。第二个阶段为90年代中期至2005年左右,民航政企分开的体制改革基本完成,
2011 will enter the “second five” period. In the new historical period, what kind of new challenges and new development issues should China's civil aviation face? Since China's reform and opening up, the development of China's civil aviation can be divided into several major stages. The first phase, from 1980 to the mid-1990s, featured a high growth in market demand and a severe shortage of capacity. The main challenge was how to find ways to meet market demand. The end of this period is a sign of large area, recurrent phenomenon of a hard-to-find phenomenon into history, air tickets began to discount, fare war between airlines. The second stage from the mid-90s to around 2005, the separation of civil aviation enterprises and government-owned system reform basically completed,
