笔者结合齐鲁石化公司国企改革重组改制的实际,围绕减员增效,规范劳动合同管理,搞好重组改制谈点探索性意见。一、规范劳动合同管理是建立现代企业制度,搞好国企改革的保障(一)劳动合同的签订是劳动关系确立的体现和标志,也是我们依法进行劳动用工管理的依据。企业与职工的合法权益,要通过劳动合同的具体条款来保障,劳动合同是依法进行劳动用工管理的根本依据。(二)劳动用工主体的变化和职工队伍成份的复杂,要求用工单位必须规范劳动合同管理。从用工主体方来看,中石化集团公司整体重组改制后,企业劳动组织和劳动工资管理体制构架发生了深刻变化。集团公司重组后分为上市部分和非上市部分,齐鲁石化公司分为子公司、分公司、非上市公司三部分。按照
