企业改革改制是为了建立现代企业制度,即按照“产权清晰、权责明确、政企分开、管理科学”的要求,对企业实行规范的公司制改革,使企业成为适应市场的法人实体和竞争主体。前几年,我港围绕建立现代企业制度已进行了一系列卓有成效的企业内部制度改革,如劳动人事制度改革、养老保险制度改革、内部医疗制度改革、剥离企业办社会(幼儿园、食堂)等。目前,我港的改革改制即将进行到实质性操作阶段,笔者认为,在港口改革改制以后,职工教育管理工作也要相应建立与现代港口企业相适应的管理体制。
The reform of enterprises is to establish a modern enterprise system, that is, in accordance with the requirements of “clear property rights, clear powers and responsibilities, separation of government and enterprises, and management science”, enterprises should be subject to standardized corporate system reform so that the enterprises become legal entities and competitors that are marketable . A few years ago, around the establishment of a modern enterprise system in Hong Kong, we have conducted a series of fruitful reforms in the internal system of enterprises, such as the labor and personnel system reform, the reform of the pension system, the reform of the internal medical system and the separation of enterprises from running social enterprises (kindergartens and canteens). At present, the reform and restructuring of Hong Kong is about to proceed to the substantive stage of operation. According to the author, after the port reform and restructuring, the management of staff education should also establish a management system that is appropriate to the modern port enterprises.
