燃油“费改税”是国家财税体制的重大变革，对运输管理部门也有很大影响。运管部门不再征收运输管理费、客货运附加费等交通规费了，相应的运输规费征收规定必须禁用，运输管理模式必须调整。本文试从运政法制的视角，就如何适应改革制度创新、调整政策法规等问题谈几点看法，供同行参考。
