Dr. Taylor believes that the United States should attach importance to the development and deployment of the ballistic missile defense system in order to take full advantage of the United States clearly ahead of the Soviet Union’s electronic technology, especially information technology. Tyler, a senior fellow at the Hoover Institution at Stanford University, was in favor of deploying the MX Advanced Intercontinental Ballistic Missile but opposed the horizontal bunker base scheme agreed by the Carter authorities.
