党的十八大报告提出建设五型社会,实现人与自然的和谐相处以及生态与社会双系统间的联结与互动,社会经济全方位可持续发展成为社会各界共识。当前,我国煤炭成本体系存在与我国炭制度、政策、市场以及行政性收费实际不贴合的问题。在分析我国煤炭行业发展形势的基础上,对国内外煤炭生产成本构成进行了对比分析和经验总结,提出相关政策建议,旨在为煤炭行业的持续健康发展提供有效的实现途径与方法。
The report of the 18th CPC National Congress proposed to build a five-type society and realize the harmonious coexistence between man and nature as well as the linkage and interaction between the two systems of ecology and society. The all-round sustainable development of social economy has become the consensus of all sectors of society. At present, China’s coal cost system exists with China’s carbon system, policies, markets and administrative fees do not actually fit the issue. Based on the analysis of the development situation of coal industry in our country, this paper makes a comparative analysis and experience summary of the coal production cost both at home and abroad, and puts forward relevant policy suggestions aimed at providing an effective way and method for the sustained and healthy development of the coal industry.
