企业管理机构的组织形式与职能是企业管理制度的内容之一,是实施企业经济管理方法与方式的手段。管理机构不合理,会造成管理方式、方法的失误,就会阻碍生产的发展;反之,则能促进生产的发展。国营企业是全民所有制经济的基层经营管理单位。在我国社会主义制度下,企业管理的主要任务是在国家计划的指导下,充分利用本企业内的人力、物力、财力,尽可能用最少的劳动消耗取得最大的经济效果。当前,为实现四化奠定稳固基础而实施的调整,其中也包括企业管理制度的改革。本文拟对水泥企业管理机构的改革,提出一些粗浅的看法,供参考。
The organizational form and function of the enterprise management organization is one of the contents of the enterprise management system and a means to implement the enterprise economic management methods and methods. Unreasonable management institutions will cause mistakes in management methods and methods, which will hinder the development of production; on the contrary, they will promote the development of production. State-owned enterprises are the grass-roots operation and management units of all-people-owned economies. Under the socialist system of our country, the main task of enterprise management is to make full use of manpower, material resources, and financial resources within the company under the guidance of the state plan, and to obtain the greatest economic effect with the least possible labor consumption. At present, the adjustments implemented to achieve a solid foundation for the realization of the four modernizations also include the reform of the enterprise management system. This article proposes some superficial views on the reform of the management institutions of cement companies for reference.
