人的发展条件包含教育和医疗消费中的充裕性和公平性,然而现实中这两个服务产品的分配却有着显著的非均衡的差异化状态。消除人的发展条件的差异化,让每一个社会中的人都有平等发展的机遇,这是政治学和经济学都力图寻找的目标模式,也是政治家和社会管理当局寻求的社会结构。通过一些制度安排,来规范和约束人的发展条件,力图在制度层面上让人的发展的制度条件趋于均等化,这是人的发展条件均等化的一个重要内容。但是均等化不等于在任何需求和供给层面不容许差异化,这是拘于各地方财政支出本身就是差异化的必然结果,而且教育和医疗服务消费需求差异化的存在,为供给多元化提供了设计制度之可能,或许是解决整体上和结构上这两类服务产品供需缺口的一个机遇,制度安排不妨顺势而为,也给这种多元化供给的机制提供一个制度上的认同。
The conditions of human development include the abundance and fairness in education and medical consumption. However, in reality, the distribution of these two service products has a marked disequilibrium. Differentiating the conditions for the development of human beings and enabling all people in each society to have opportunities for equal development is a target model sought by both political science and economics and also the social structure sought by politicians and social authorities. It is an important part of the equalization of conditions for the development of human beings to standardize and restrain the conditions for human development through some institutional arrangements and to try to equalize the institutional conditions for people’s development at the institutional level. However, equalization does not mean that no tolerance is allowed at any demand and supply level. This is the inevitable result of the discrepancy between fiscal expenditures in various places and the differences in consumer demand for education and medical services, thus providing diversified supply The possibility of designing the system may be an opportunity to solve the gap between supply and demand of the two types of service products as a whole and structurally. Institutional arrangements may as well provide institutional recognition to such a diversified supply mechanism.
