为粉碎敌人第五次“围剿”,加快中央苏区经济建设, 1933年11月12日,中央政府发布了一项修路计划,要求“动员群众修筑二十二条干路及各苏区乡支路”。在《中央政府修路计划》中指出:“目前为粉碎敌人五次‘围剿’,各级苏维埃除了应该扩大红军,加强地方武装,发展游击战争,深入分田运动,发展文化教育……”外,“发动民众修路,同样是粉碎五次‘围剿’中的战斗任务”。在22条“干路”里,主要是从瑞金、长汀、于都等各级苏维埃政府所在地向苏区各县辐射,涉及到福建的有多条:如汀州-河田-红坊-新泉、石城-唐坊-建宁、汀州-石城-宁化、建宁-泰宁、石城-宁化- 清流以及到彭湃、连城、永定的路都在计划之中。而后,福建发动群众,踊跃筑路,为粉碎敌人第五次“围剿”及红军长征作出了巨大贡献。

In the “Road Construction Plan of the Central Government,” it was pointed out: “At present, in order to crush the enemy five times, the Soviets at all levels should not only expand the Red Army, strengthen local armed forces, develop guerrilla warfare, deepen the separation of fields and develop cultural education ...” , “To mobilize people to build roads, the same crushing five times ’encirclement and suppression’ in the combat mission.” In 22 “roads”, mainly from the Ruijin, Changting, Yudu and other Soviet governments at all levels to the counties in the Soviet Union radiated radiation, involving a number of Fujian: Tingting - Kawada - Red Square - the new spring, Shicheng - Tangfang - Jianning, Tingzhou - Shicheng - Ninghua, Jianning - Taining, Shicheng - Ninghua - Qingli and Peng Pai, Citylink, Yongding road are in the plan. Afterwards, Fujian mobilized the masses to actively build roads and made tremendous contributions to smashing the enemy’s fifth “encirclement and suppression” campaign and the Long March of the Red Army.
