邮电部电信总局有关人士表示,为改善电信服务工作,全国邮电电信部门准备统一启用“170”、“180”、“189”三个特别服务号码,设立用户查询、用户投诉和业务咨询三个电信特别服务系统。 据介绍,此举也是邮电电信部门建立全国统一的电信特别服务系统的一个组成部分。“170”为用户查询系统,主要针对电信收费争议等问题,将资费查询、帐单查询、话费查询催缴作为一项业务来办,用户查询时,统一拨打“170”;“180”为用户投诉系统,负责接受用户对电信服务质量的投诉,改变过去“用户投诉无门”的状况;“189”为业务咨询受理系统,负责接受用户在办理某项业务时的咨询
