2009年,我国经济进入全球陷入金融危机之后的复苏阶段,我国银行业信贷规模不断扩大,银行业金融机构自身难以解决或没有主动性和积极性去解决许多问题,而自1996年以来形成的信贷管理方面的监管法规,随着市场的变化,在实践中暴露出很多问题,己经不能适应实际业务及有效风险管理的需要了。本文分析了国有商业银行信贷业务面临的风险以及实际过程中的风险情况,并对银监会新颁布的“三个指引一个办法”的风险管控进行了分析,以此也提出了贷款新规未规定的个人风险管理建议。
