国务院《关于进一步推进长江三角洲地区改革开放和经济发展的指导意见》,对于指导长三角地区发展有了明确的方向。我国区域合作发展呈现从“极化发展”向“泛化发展”演化的新态势。区域合作正在从原来点对点、城市与城市,以增长极为核心的“极化发展”合作,逐步发展到“泛化发展”合作。长三角区域合作开始从要素合作进入了制度合作阶段。新一轮的区域合作与发展的改革关键,就是加快政府间的制度合作。要素合作的主体是企业,制度合作的主体是政府。因此,破解政策难点主要集中在制度合作层面上。
