我国东部经济发达地区的基础教育也存在着不均衡现象,生源、师资和校园文化是困扰校长们的主要问题。差异均衡理论是以基础教育的“基础”为底线,针对我国不同区域、不同学校的实际情况而提出的注重学校内涵发展的教育均衡发展理论,它不只是着眼于差异的消弥,而是更多地着眼于差异的特色来研究基础教育的发展。差异均衡视野下的区域性学校发展的路径有外求式、合作式和内生式三种形式。底线内生式发展是义务教育学校发展的科学选择。
