In 1998, the railways of the Russian Federation failed to reverse the decline in traffic volume: passenger turnover fell by 10.2%, cargo shipments decreased by 5.8%, and cargo turnover decreased by 7.3%. Due to the unstable domestic economy in Russia, at the meeting in December 1997 to set the goals for 1998, the Russian Federal Ministry of Transport highlighted the importance of saving. As a result, expenditures were reduced by 2575 million rubles compared to the budget, while the profits of the main business were increased by 8612.5 million rubles. This reduces the impact of the decline in traffic volume, improves the relationship with the budget, ensures the accounting of non-budget funds, and ensures the normal payment of wages and the completion of investment plans.
