现有的渎职、侵权罪案以基层检察院查办为主，分州市院提办、交办、督办为辅。这种侦查机制的缺陷是，不利于帮助基层院排除阻力，不利于突破案件等。完善的基本思路是，强化分州市院查办案件的责任和侦查指挥功能，形成上下一体、区域联动的工作机制。
The existing dereliction of duty and infringement crimes are mainly investigated by grass-roots procuratorates. Sub-State municipal courts handle cases submitted by the government and entrusted them with supervision and oversight. The disadvantage of this investigation mechanism is that it is not conducive to helping grassroots units exclude resistance and is not conducive to breaking the case. The basic idea of perfecting is to strengthen the responsibility of investigating and handling cases in sub-prefectural cities and the function of investigating and directing the case, forming a working mechanism of integration between the upper and lower parts and the regional linkage.
