中国烟草行业是一个特殊的行业,自1982年以来,国家对烟草行业实行高度集中统一的专卖管理体制和一系列特殊政策,中国烟草行业一直坚持和完善“统一领导、垂直管理、专卖专营”的烟草专卖体制。深入贯彻落实科学发展观,认真学习党的十七大精神,坚持烟草专卖制度,坚决树立以“国家利益,消费者利益至上”的价值观,以围绕“严格规范,富有效率,充满活力”的中国烟草为目标,加大力度实施创商业品牌、总成本领先、人才强的三大战略,进一步完善机制改革[1]。严格的内部管理使中国烟草的全面发展做出积极贡献,并谱写经济快速发展的新篇章。
