根据“中华人民共和国计量法”规定:“为社会提供公证数据的产品质量检验机构,必须经省级以上人民政府计量行政部门对其计量检定、测试的能力和可靠性考核合格”.《中华人民共和国计量法实施细则》将这种考核称为:“产品质量检验机构的计量认证”.产品质量检验机构为了在社会上树立起自己的技术权威和合法地位,真正做到把准确可靠的计量测试数据作为产品质量评价、科学成果鉴定的基础和依据,必须要通过这种计量认证.认证时,检验机构首先应向认证机构提交《质量管理手册》.
According to the “Law of the People’s Republic of China on Measurement Law,” it states: “Product quality inspection agencies that provide notary data for the society must pass the assessment of their capacity for measurement verification and testing by the administrative departments of the people’s governments at or above the provincial level.” The “Regulations of the Republic Metrology Law” refers to this assessment as: “Measurement Certification for Product Quality Inspection Organizations”. In order to establish its own technical authority and legal status in the society, the product quality inspection agency truly achieves accurate and reliable measurement tests. As the basis and basis for product quality evaluation and scientific achievement appraisal, the data must pass this kind of measurement certification.
