南京国民政府时期的工会,是在历史上工会组织形成和发展的基础上得以重新组建的。南京国民政府时期工会的发展过程大体经历了1929年《工会法》颁布施行后的建立阶段,抗日战争时期的发展阶段,及复员后的异常膨胀以致最终消亡阶段。工会组织的发展过程在不同时期有各自不同的特点。从对系统分级、组织规模、职员设置、内部组织四个方面的分析可以得知工会组织系统十分完善,且各组织均有较严格的会议制度、监督制度和经费制度。国民党关于工会法令的每一次出台每一次修正,无外乎一个目的,即要谋求从法律上保障其对工人运动的控制,使各阶级民众在党的领导之下决不至流于阶级斗争,以破坏其联合战线并分散其革命力量。

Every revision made by the Kuomintang on the issue of the trade union decrees is no more than an end to the objective of safeguarding its control over the workers’ movement in law so that all classes of people will not fall into a class struggle under the leadership of the party, To undermine its united front and disperse its revolutionary forces.
