科学的目的是寻找“是什么”“为什么”“能不能”;技术的目的是寻找“做什么”“怎么做”“做出来有什么用”。科学可以没有国界,技术却可具有垄断性,当人类社会快步迈入21世纪,国际竞争呈现出前所未有的激烈局面。要想在竞争中立于不败之地,关键是加快建立面向知识经济时代的创新体系,迅速增强国家科技实力。
The purpose of science is to find what “” “” “can not ”; the purpose of technology is to find “what ” “ ” what is the use of ". Science can have no boundaries and technology can be monopolized. When the human society enters the 21st century through a fast pace, international competition presents an unprecedented fierce situation. In order to remain invincible in the competition, the key is to speed up the establishment of an innovation system for an era of knowledge-based economy and rapidly enhance the country’s scientific and technological strength.
