危机管理的重要表征就是其管理时间短暂,如何解决时间短暂问题就成为危机管理的可能切入点。应该基于管理时间的主观性和客观性特征,分别从改变人的主观认知和有效利用时间两个方面对危机管理问题提出系统性的分析思路和解决问题框架。一方面可以通过信息公开透明、公平公正处理问题个案、重塑人们正确价值观、培育公民的理性精神等方面来改变人们对管理时间的主观认知;另一方面可以通过建立危机预警机制和危机预案、提高管理者技能、实施模式化管理、以空间换时间等措施来有效利用管理时间。
The important characterization of crisis management is that its management time is short, and how to solve the problem of short time becomes the possible entry point of crisis management. Based on the subjectivity and objectivity of management time, we should systematically analyze the crisis management problems and solve the problem frame respectively from two aspects: changing people’s subjective cognition and effective use of time.
