各金融机构要支持煤炭企业加大直接融资力度,通过银行间市场债务融资工具融通资金,探索通过并购债、债贷联动以及债贷基组合等新型融资产品募集资金。阳泉是典型的煤炭资源型城市和老工业基地,2012年以来受宏观经济下行压力影响,存在煤炭产能严重过剩、价格持续大幅下跌、企业亏损严重、职工收入下降等问题。为此,阳泉市政府出台了《关于阳泉市煤炭供给侧结构性改革实施意见》,通过实施供给侧改革为“革命兴煤”、“六型转变”激发强大活力,对金融支持经济结构调整和发展方式转变提出了更高要求。
All financial institutions should support coal mines to increase their direct financing, raise funds through new financing products such as mergers and acquisition bonds, debt-debt linkage and bond-credit portfolio through financing through inter-bank market debt financing instruments. To this end, the Yangquan municipal government promulgated the Opinions on Implementation of Structural Reform of Coal Supply in Yangquan Municipality, which has stimulated strong vitality by implementing supply-side reform as “revitalization of coal” and “six types of transformation” Economic restructuring and changes in the mode of development put forward higher requirements.
