政府组织规模往往与一个国家的经济增长水平和社会成熟程度密切相关。研究政府组织规模的主要途径是用政治学、法学、经济学和管理学进行研究。衡量政府规模的标准主要有财政预算指标、政府就业指标和人口指标。与各发达国家相比,我国的政府规模偏大。因此,本文认为应该从行政理念、政府职能、组织结构以及财政约束入手来建立我国政府组织之适度规模。
The size of government organizations is often closely related to the level of economic growth and social maturity of a country. The main way to study the size of government organizations is to study politics, law, economics and management. The main criteria for measuring the size of the government are budget targets, government employment targets and population indicators. Compared with other developed countries, the size of our government is large. Therefore, this paper believes that we should start from the administrative philosophy, government functions, organizational structure and financial constraints to establish the appropriate size of our government organizations.
