社会保障制度是社会发展的安全网和稳定器,是建设和谐社会的主要内容。经过几十年来社会保障制度的改革,我国的社会保障体系已逐步趋于完善,但问题和矛盾仍然很多,不能更好地适应我国构建和谐社会的总体要求。本文围绕我国现行社会保障制度面临的问题和原因,对社会保障资金筹集模式进行了分析和研究,总结出了开征社会保障税将解决我国目前社会保障筹资问题,为完善我国社会保障制度提出了相应的建议和对策。
The social security system is a safety net and stabilizer for social development and is the main content of building a harmonious society. After decades of reforms in the social security system, the social security system in our country has gradually become more perfect. However, there are still many problems and contradictions, which can not be better adapted to the general requirements for building a harmonious society in our country. This article focuses on the problems and causes of the current social security system in our country, analyzes and studies the pattern of social security fund raising, concludes that the introduction of social security tax will solve the current social security financing problem in our country and put forward the corresponding social security system Suggestions and countermeasures.
