中国旅游发展项目多为政府主导,目的是促进旅游业的发展,提高居民收入。以彝良县木椿沟苗族风情园旅游扶贫开发为例,由于资源禀赋和制度等原因,旅游开发在旅游发展过程中对贫困人群的增收的贡献率并不大,因此以扶贫为基础的旅游发展项目,更应该注重对贫困群体的有效参与,在贫困群体中旅游收益的有效分配,其中政府转变角色从主导到参与,旅游地村民可以积极有序参与建立合旅游作社,政府和居民从而达成对旅游地共建共享的旅游扶贫开发模式,是在旅游地的小、旅游资源整合不足时构建的主要战略。
