学术界普遍认为,近年来我国国民收入分配中的劳动报酬比重低且呈下降趋势。我国的劳动报酬比重不但低于发达国家,而且也低于一般发展中国家。采取得力措施扭转这一下降趋势,使劳动者劳有所得,是深化分配制度改革的当务之急。国民收入分配中劳动报酬比重下降的原因有:企业利润侵蚀了居民劳动报酬;政府税收收入的快速增长降低了劳动报酬比重;我国劳动力价格长期被压低;我国市场化改革不到位;劳动力谈判力量被地区间竞争弱化;重化工业化和资本偏向型技术进步的结
It is generally accepted by academics that in recent years the proportion of labor remuneration in China’s national income distribution has been low and declining. The proportion of China’s labor remuneration not only lower than developed countries, but also lower than the average developing country. To take effective measures to reverse this downward trend and make labor income available to laborers is a top priority task for deepening the reform of the distribution system.
