8月25日下午,海南省委五届五次全会首次以全委会票决方式,通过了白沙黎族自治县县委书记、文昌市市长等8名重要干部拟任人选名单。而表决的办法,则是依据刚刚由与会代表审议通过的《中共海南省委员会全体会议任用重要干部投票表决办法(试行)》(以下简称《办法》)。此次全会,《办法》的出台并实行全委会任用重要干部票决制,是海南积极推进党内民主政治建设,深化干部人事制度改革的一项重大举措,对于推动决策制度的民主化、科学化具有重要的意义。
