改革开放以来,新疆的刑事犯罪活动同内地一样呈大幅度增长趋势,在大量的刑事案件中,新疆的以刑事犯罪为手段,以分裂祖国为目的,具有刑事犯罪和政治犯罪双重特征的“两栖”案件(即政刑合一案件)逐年增加。这类案件发生的数量虽不算多,但其性质、手段、后果及影响远比其他刑事案件严重,侦破难度亦大。一、“两栖”案件发破简况自1990年至1993年10月,共发生“两栖”案件30起,其中爆炸15起(未遂5起)、盗枪1起、贩枪1起、抢劫2起(持枪抢劫1起)、杀人4起(未遂3起)、枪击伤人1起、伤害3起、盗窃3起。上述案件造成7人死亡、73人受伤、直接经济损失上百万元的严重后果。
