一关贸总协定关于金融服务的内涵金融服务是由一缔约方(参加服务贸易谈判的国家和地区)服务提供者提供的任何金融性服务。金融服务提供者是指一缔约方希望提供或正在提供金融服务的任何自然人或法人。但缔约方的政府、中央银行、贷币发行机构、或由政府拥有、控制、主要执行政府职能或为政府的意图而活动的机构则被排除在外。金融服务活动主要包括保险及与之有关的服务、金融及与之有关的服务(不包括保险)两个方面。
GATT Connotation of Financial Services Financial services are any financial services provided by a contracting party (participating in a service trade negotiation country) service provider. A financial service provider is any natural or legal person to which a Contracting Party wishes to provide or is providing financial services. However, the contracting parties’ governments, the central bank, the currency issuing agencies, or the institutions owned, controlled or primarily performing the functions of the government or acting for the government’s intention are excluded. Financial services activities mainly include insurance and related services, finance and related services (excluding insurance) in two aspects.
