军人过问政治,政治家干预军事,利用军队解决政治问题,大多数国家的历史上从古代起就时有发生。军事阴谋和军事政变数以千计。俄国史上也为数甚多。军队推翻一些皇帝,把另一些扶上帝位。在苏维埃时代,列宁、斯大林、赫鲁晓夫和戈尔巴乔夫时期都发生过最高政治领导人和军事领袖之间的冲突。也许只有勃列日涅夫时期没有出现过这类冲突,因为他愿意履行将军团和军事工业综合体领导人的任何要求。
